Troop Bylaws

The purpose of Troop 12 is to provide the finest possible Boy Scouting experience by promoting the ideals of Scouting, to safeguard the welfare, safety, and morale of each participating youth and adult, and effectively manage troop resources.

 

The emphasis of the Scout program is to promote, encourage and develop boy leadership. To support this program, Troop 12 adult leaders are present as advisors and guides, insuring the safety and well being of the Troop members. The adult leaders will also ensure the program remains oriented toward Scouting ideals.  The Troop in general will be run by the Scouts utilizing the Troop organization structure: Scout, Patrol Leader, Senior Patrol Leader and Junior Assistant Scoutmasters and finally the Assistant Scoutmaster, Scoutmaster and Committee.

 

Troop, patrol and patrol council meetings as well as campouts and other troop functions will be run by the boy leaders, not by the adults.  Adults will participate as needed to meet the goals of specific activities and to apply their authority just enough to ensure that the organization is focused on the task at hand. Adults will conduct the training sessions necessary to permit the boy leaders to learn and develop the skills necessary to lead.

 

The purpose of these bylaws as adopted by the Troop Committee of Boy Scout Troop 12 is to provide a framework of operation for the troop.

 

Each registered Scout, adult leader, and committee member of Troop 12 will receive a copy of these bylaws when initially registering with the troop and all changes as they are approved.  Additionally, each person will review the bylaws annually at time of rechartering. Each person upon the review of these bylaws,bylaws shall sign the attached form indicating that they have read and understand these bylaws and turn it into the Troop Committee within two weeks of receiving them.  In the case of the Scout, both he and his parent or guardian shall sign the form.

Section I - Amendments to the bylaws

 

1.      The Troop Committee will review these bylaws annually in October.  Updates can be incorporated as needed and are not required to be added during the annual updates. A member of the Charter Organization (other than the COR) will be invited to participate in the review.

 

2.      A proposed change to these bylaws must be presented at a Troop Committee meeting for discussion.  Action will be taken on the proposal at the next regularly scheduled committee meeting.  If approved by majority of committee members present, the proposed change will be forwarded to the charter organization for approvalacceptance or rejection.  If approved, accepted and approved the changes will be incorporated into the bylaws by the Troop Committee Chairperson. If disapproved,rejected, the committee will be informed of that action.  The committee will then discuss future action on the change if necessary.

 

3.      A copy of the approved changes will be forwarded for insertion into the copies of the bylaws held b y the CO.

 

3.4.           Approved changes will also be incorporated in the annual updated version of the by laws.supersede previous versions of the bylaws.  The Troop Committee Chairperson will keep in his/her possession the most current master copy of the bylaws.

 

4.5.           A copy of the annual revised se bylaws will be forwarded to the Charter Organization (CO) via the Troop Committee Chairperson and the Charter Organization Representative for their approval and signature..

 

5.A copy of committee approved changes will be submitted to the charter organization for inclusion with their copy of the main by-law document.  If the CO deems a change is not acceptable, the change will revert to its' previous format and text.
